Yasmine Rifai is an AI and Digital Transformation leader with more than 15 years of experience at the intersection of technology, government, and innovation. She holds a degree in Computer Engineering and began her career in Lebanon as a Software Engineer, where she spent four years building a strong foundation in technology and systems design.
Nearly a decade ago, Yasmine relocated to Kuwait, joining Deloitte, where she spent six years leading large-scale digital transformation projects.
For the past four years, she has served as the Technology Lead for Microsoft’s Public Sector in Kuwait (CTO). In this role, she has led and architected the strategic partnership with the Kuwait government, along with national initiatives in AI, cloud, cybersecurity, and digital infrastructure. She has shaped government adoption models, driven national strategies, and established frameworks that accelerate transformation at scale. Her work includes building best practices that ensure technology adoption translates into sustainable impact for citizens and institutions.
Yasmine is also a published author, with her debut book Mindset Decoded exploring intentional growth and leadership. She has authored multiple white papers and contributed thought leadership to leading platforms and publications. As a global speaker and advocate for diversity and inclusion, she brings the perspectives of the Middle East into global conversations on AI, digital transformation in government, leadership, and the future of work.
